Erosion Control and Environmental Responsibility: How to Protect Your Property and the Watershed

Most commercial property managers think about erosion as a property problem — a matter of aesthetics, slope stability, and maintenance costs. That's a reasonable place to start. But erosion on commercial property in South Carolina is also an environmental problem — and one with consequences that extend well beyond your property line.

When soil moves, it doesn't disappear. It goes somewhere — usually into your stormwater system, then downstream into local streams, rivers, and reservoirs. The cumulative impact of uncontrolled erosion from commercial properties across a watershed is measurable, documented, and increasingly subject to regulatory scrutiny.

Understanding the full picture — property impact, environmental impact, and regulatory exposure — is essential for any commercial property manager who wants to manage their site responsibly. Here's what that looks like.


How Erosion Happens on Commercial Property

Commercial properties are naturally prone to erosion because of how they're developed. Large areas of impervious surface — parking lots, roofs, driveways, walkways — shed water rapidly instead of absorbing it. That concentrated runoff hits the soil at the edges of these surfaces with significant velocity, and it doesn't take much to begin moving soil.

The most common erosion problem areas on commercial properties include:

Pond banks and embankments. The slopes around retention ponds and detention basins are almost always at elevated erosion risk. They're adjacent to water, often sloped, and subjected to wave action and fluctuating water levels. Poorly vegetated or compromised pond banks erode directly into the stormwater system.

Slopes and graded areas. Any area that was graded during construction — and wasn't subsequently protected with appropriate vegetation or hardscape — is vulnerable. Even gentle slopes erode under sustained runoff.

Inlet areas. Where stormwater pipes or channels discharge onto the ground, the concentrated flow creates scour and erosion. These areas often look minor but can undermine buried infrastructure if left unaddressed.

Site perimeters and interfaces. Where a maintained surface meets a natural slope, or where mowing stops and vegetative buffer begins, erosion is common. The edge conditions on commercial properties are often the first places to fail.


The Environmental Downstream Impact

Here's where erosion becomes more than a property management issue.

Sediment loading in waterways. Soil that erodes from your property travels through your stormwater system and ultimately discharges into a receiving water body — a stream, lake, river, or wetland. Sediment is the number one pollutant in South Carolina's waterways by volume. It smothers aquatic habitat, reduces light penetration, and degrades the ecological health of streams.

Nutrient pollution. Soil particles carry attached nutrients — particularly phosphorus. When sediment washes into waterways, it brings those nutrients with it. Elevated phosphorus levels drive algae blooms in downstream water bodies, which deplete oxygen, kill fish, and create public health concerns.

Heavy metals and hydrocarbons. On commercial and industrial properties, stormwater runoff picks up oil, grease, and trace metals from paved surfaces. When that runoff scours unprotected soil, the resulting sediment carries those contaminants downstream.

Increased flood risk. Sediment that deposits in retention ponds reduces their storage capacity. Ponds with reduced capacity are less effective at attenuating peak flows — meaning more runoff reaches downstream areas faster, increasing flood risk.

This is why regulators treat commercial property erosion control as a water quality issue — not just a property maintenance issue.


Regulatory Exposure for Commercial Property Owners

South Carolina commercial property owners are subject to stormwater regulations that address erosion and sediment control directly. SCDHEC enforces the NPDES General Permit for Stormwater Discharges from Construction Activities — and for ongoing post-construction stormwater requirements, local MS4 permits require that stormwater BMPs (including erosion control measures) be maintained and inspected.

Violations in this area can result in:

  • Notices of violation requiring corrective action within tight timelines

  • Administrative penalties (which can escalate quickly for ongoing violations)

  • Required remediation at the property owner's expense

  • Potential liability if downstream property owners or waterways are demonstrably impacted

The documentation requirement is also significant. Most permits require that erosion control and BMP maintenance be logged and documented. An inability to produce those records during an inspection is itself a compliance deficiency.


Sustainable Erosion Control: The Approach We Use

Erosion control matting and blankets. In areas where vegetation needs time to establish, we use biodegradable erosion control matting to protect the soil surface during the vulnerable establishment period. This bridges the gap between bare soil and stable vegetation without introducing synthetic materials that need to be removed later.

Grading and slope repair. Where erosion has progressed to the point of slope failure or rill formation, we restore the grade, reestablish appropriate drainage patterns, and stabilize with vegetation and erosion control measures.

Rock and bioengineering solutions. For areas with concentrated flow — inlet scour zones, pond banks with wave action, steep slopes with high runoff velocity — we use rock riprap, erosion control structures, and bioengineering approaches that combine structural stability with long-term vegetative cover.

Integration with stormwater systems. Erosion control on commercial property doesn't exist in isolation — it has to work with your retention pond and stormwater infrastructure. We design our erosion repairs to protect the downstream system, not just stabilize the immediate problem area.
