
What Is a Stormwater BMP - and Why Does Sustainability Start There?
If you've been involved in commercial property management for any length of time, you've almost certainly heard the term "BMP" — probably in a regulatory letter, a maintenance contract, or a conversation with an engineer or inspector. But what does it actually mean? And why does it matter for your property?
This post is for every property manager who has nodded along to "BMP" without being entirely sure what they were agreeing to. Here's a plain-language explanation — and why understanding your stormwater BMPs is the foundation of both regulatory compliance and sustainable property management.
BMP Defined: Best Management Practice
BMP stands for Best Management Practice. In the stormwater context, a BMP is any structural, vegetative, or operational measure designed to reduce the amount of pollutants carried by stormwater runoff into local waterways.
The term comes directly from the Clean Water Act framework — the federal law that governs water quality in the United States. When rain falls on a commercial property, it picks up whatever is on the surface: sediment, nutrients from fertilizers, oil and grease from parking lots, heavy metals, trash, and more. Stormwater BMPs are designed to capture, slow, treat, or filter that runoff before it reaches a stream, river, lake, or ocean.
In simple terms: a BMP is any practice, structure, or system that makes stormwater cleaner before it leaves your property.
Types of Stormwater BMPs Found on Commercial Properties
BMPs come in many forms. Here are the most common types you'll encounter on commercial and industrial properties in South Carolina:
Wet Retention Ponds
The most common stormwater BMP on commercial properties in SC. A permanent pool of water captures runoff, allows sediment to settle, and treats water over time through biological activity. Wet ponds are effective, relatively low-maintenance when properly managed, and widely required by SCDHEC and local programs.
Dry Detention Basins
Similar in shape to retention ponds but designed to hold water temporarily during storm events and release it slowly, rather than maintaining a permanent pool. Common in areas where infiltration or evaporation is expected to handle the stored volume.
Bioretention Cells (Rain Gardens)
Engineered landscaped depressions filled with engineered soil media and planted with native vegetation. They capture runoff, filter it through the soil media, and either infiltrate it or release it slowly. Increasingly common in newer commercial developments.
Vegetated Swales
Open channels designed to slow and filter runoff as it moves across a site. The vegetation in the channel helps settle sediment and absorb nutrients before water reaches a pond or outfall.
Sediment Basins and Traps
Temporary BMPs used during construction to capture sediment-laden runoff before the site is stabilized. Once construction is complete and the site is vegetated, these are typically converted to permanent BMPs or removed.
Erosion and Sediment Control Measures
Silt fences, rock check dams, inlet protection devices, and erosion control matting — these are BMPs in their own right, used to prevent sediment from leaving a disturbed area.
Why Your BMPs Require Ongoing Maintenance
Here's the thing that many property managers don't fully appreciate: a BMP is not a "set it and forget it" feature. It's an infrastructure system that degrades over time without maintenance — just like your roof, your parking lot, or your HVAC system.
A wet retention pond accumulates sediment and loses storage capacity. Pond bank vegetation thins or gets displaced by invasive species. Outlet structures collect debris and lose function. Embankments erode.
When a BMP degrades, it stops working — it stops treating stormwater the way it was designed to. And when regulators come around for an inspection, a degraded, unmaintained BMP isn't just a compliance issue — it's documentation of neglect that can result in notices of violation, fines, and required remediation.
Regular BMP maintenance isn't just a good idea. It's typically required by permit. Most NPDES permits and local stormwater programs specify inspection and maintenance requirements for stormwater BMPs — and those requirements need to be documented.
Why BMP Maintenance Is the Foundation of Sustainable Stormwater Management

A well-maintained retention pond or bioretention cell is actively working to protect local waterways from pollutants. A properly functioning BMP reduces nutrient loading, sediment, and chemical runoff that degrade rivers, lakes, and coastal waters. It supports groundwater recharge. It provides habitat. It contributes to flood control.
Sustainable stormwater management isn't a separate program or a marketing campaign — it's what happens when stormwater BMPs are designed well and maintained consistently. The infrastructure is already there on your property. Maintaining it is the sustainable action.
Conversely, letting your BMPs degrade and malfunction is an environmental problem — it's the failure mode that Clean Water Act regulations were written to prevent.
